Guascor will receive R$ 15 million on subrogation by 2013

Company invests in equipment"s efficiency and plants" modernization. The Group is requesting the benefit for the Obidos plant in Pará
Guascor do Brasil accounts more than R$ 15 million on subrogat´ion from the Fossil Fuel Account (CCC). The amount, which began to be credited mid-2008, will be entering the company"s cash until 2013. According to the Company"s Operation and Maintenance manager, Helder Costa de Sousa, R$ 14 million have been invested in Para, between 2007 and 2008, with the acquisition of equipment and plants modernization, such as UTE Breves that received 10 generators and now operates with installed capacity of 8,5 MW. The plant, which started to operate in 1998, had before eight generators that were transferred to other plants. Today, this is the Company"s largest and most modern project.
UTE Breves services about 8,65 thousand consumer units, which correspond to almost 50 thousand inhabitants. In August, the plant reached the historic demand of 5,7MW. Among the unit"s tools, the operation counts with the support of software that turns easier the generator"s control, making it possible the monitoring of the equipment"s temperature, pressure and fuel levels. Sousa explains, however, that the main reason for the plant"s efficiency and having the right to subrogation is due to the equipment technology and their efficient use.
According to Guascor do Brasil Operations Director, Fernando Antonio Castro de Pinho, the today"s technology provides lower impact compared to older models. He explained that the equipment reduces the CO2 emission to the atmosphere during the process of fuel burning. Pinho emphasizes that the technology provides the most perfect possible fuel burning, as these equipment filter the gas dispersion in order to avoid CO2 emission to the atmosphere.
Sousa calculates that the technology used by Guascor reduces the fuel oil specific consume from 350 grams/produced KW to 227 grams/produced KW. "This difference means the amount of CO2 not thrown in the atmosphere", said Pinho. At more modern plants, such as Breves (8,5MW) and Buritis (RO, 11 MW), the economy hits around 4,1 tons of CO2 in one plant, during the combustion process inside engines.
Besides UTE Breves, Buritis (11 MW) and Oriximiná (PA, 6,7 MW) plants have also received such benefit. In February, the National Agency of Electric Energy (ANEEL) approved the inclusion of Guascor in the CCC subrogation, for the UTE Buritis efficiency project, which reduced the medium specific consume of fuel from 300 liters/MWh to 270 liters/MWh. Such benefit amounted R$ 8,4 million.
Sousa affirmed that Guascor is also requesting Aneel subrogation of UTE Óbidos (PA, 5,11 MW). The main reason for the plant to get the benefit, according to O&M manager, is the generator engines electronic efficiency. The Guascor plants also started to use B4 diesel oil that contains 4% of vegetal oil for every liter of diesel. This action follows the government law that obliges this addition to the fuel since July/09.
CCC ? According to MP 466, the possible redefinition in the CCC rates is not considered as threat to Guascor"s market. Pinho states this redefinition"s main focus is not incentivize the use of fossil fuel at regions with cleaner possibilities of generation. However, he pointed out there are places where only diesel generation is possible to supply the population. In these cases, Guascor"s Director considers the government initiative necessary to incentivize the generation to more distant regions.
Pinho exemplifies with the isolated system problem, saying that in order to connect the archipelago of Marajó it would be necessary many kilometers of lines crossing over the waters. Besides that, bringing gas to Marajó would considerably increase the energy cost, due to difficulties on fuel transportation logistics. The MP, among other decisions, redefines the utilization of resources collected by means of CCC. This change will stop subsides to pay for the fuel purchase in order to cover the real cost of electric energy production.
